Mayor De Blasio Expands A New Citywide Social Justice School Project

NYC schools see historically low crime rate for the first half of the 2016-17 school year; arrests and summonses in schools continue to decline
NEW YORK—The Mayor’s Office of Criminal Justice, New York City Police Department, and Department of Education today announced the expansion of school justice initiatives designed to minimize unnecessary court involvement for students and increase effective school-based interventions. The City also released the fourth quarter Student Safety Act data, showing that school-based arrests and summonses are continuing to decline as crime for the first half of this school year decreased by 7 percent compared to the previous year, reaching an all-time low.
“Our students belong in the classroom, learning with their peers,” said Mayor Bill de Blasio. “Through our investments in school-based interventions, we are improving student behavior while keeping our teens out of trouble, and the effects are undeniable – crime is at an all-time low and graduation is at an all-time high.”
“The NYPD is actively committed to the safety of our students – whether it is through the actions of our crossing guards, school safety agents or police officers who, each day, dedicate themselves to the protection of the city’s children and schools,” said Police Commissioner James P. O’Neill. “We are proud to see this reduction in enforcement activity and are working to ensure that this trend continues through the expansion of initiatives such as the Warning Card Program. The NYPD will continue to partner with the Department of Education to ensure the success of our students and provide a safe environment for them to excel and reach their full potential.”
“Schools are safe havens for communities, and we are encouraged by the continued decrease in school-related arrests and summonses,” said Schools Chancellor Carmen Fariña. “We are providing students with extra guidance counselors, trainings on preventative techniques, and tools to take ownership and address misbehavior. By holding our school communities accountable for safe and inclusive learning environments we’ll continue to keep kids in the classroom where they can learn and achieve.”
“Last year the City received recommendations from members of the Leadership Team on School Climate and Discipline to make investments into programs that would enhance school climate while minimizing unnecessary contact with the justice system,” said Director of the Mayor’s Office of Criminal Justice Elizabeth Glazer. “The expansion of the Warning Cards program and Youth Represents’ partnership with schools reflects our commitment to seek ongoing ways in which we can deliver on those recommendations – to safely reduce unnecessary arrests and justice involvement while enhancing public safety for all.”
As part of the City’s comprehensive strategy to continue improving school climate and ensure the safety of all school buildings through effective interventions that address behavioral concerns, the DOE and NYPD are expanding two initiatives citywide. Specific programs announced include:
Expansion of the Warning Card Program to a total of 71 schools Citywide:
· The program gives NYPD officers and School Safety Agents the discretion to issue a “Warning Card” to students who are 16 years of age or older instead of issuing a criminal summons for two low-level infractions – possession of small amounts of marijuana and disorderly conduct – that occur on school grounds.
· The pilot was launched in the fall of 2015 in 37 schools across 5 Bronx school campuses – Evander Childs, Adlai E. Stevenson, Walton, John F. Kennedy, and Herbert H. Lehman campus – and after just one year, there was a 14 percent decline (down from 133 in SY 2014-15 to 115 during SY 2015-16) in the number of summonses issued for small amounts of marijuana and disorderly conduct at these campuses.
· This spring, the program is expanding to reach an additional 34 schools across 11 campuses: Richmond Hill High School, James Madison High School, South Shore Campus, Martin Luther King Jr Campus, Thomas Jefferson Campus, Washington Irving Campus, High School for Environmental Studies, Port Richmond High School, New Dorp Campus, Benjamin Cardozo High School, John Bowne High school.
· This program provides an alternative to court involvement, while still holding students accountable for their actions through school-based interventions, including disciplinary measures and guidance interventions, and provides training and ongoing support for NYPD and DOE staff to ensure a successful implementation.
Citywide expansion of School Justice Project:
· The program provides free legal assistance to students in clearing summonses, and provides “Know Your Rights” trainings to schools located in areas with historically high rates of summonses and arrests.
· The number of summonses issued for quality of life offenses has declined and the City has streamlined the process to make responding easier — nearly four in ten summonses issued have historically resulted in a warrant for failure to appear in court, which can impact the likelihood of future detention.
· As part of the City’s commitment to reducing unnecessary arrests, the program focuses on clearing summonses as an intervention to not only reduce arrests of school-aged youth, but also provide an opportunity for students to increase their understanding of the legal system and to address contact with the justice system immediately so it does not create collateral consequences in a young person’s life.
· In partnership with the non-profit legal organization Youth Represent, the program launched in Evander Childs Campus in November 2016 and will be available to students Citywide this year.
The NYPD also released the fourth quarter data pursuant to the Student Safety Act, marking the first full year of quarterly reporting by the NYPD and providing New Yorkers with data on school-based NYPD response, including arrests and summonses. This data increases transparency and accountability, and informs the public on areas for further attention to continuously improve safety within schools.
Overview of fourth quarter data from NYPD report:
· 373 arrests for school-based incidents, a decrease from arrest levels in Q1 (436) and Q2 (430)
· 254 summonses issued in the schools, a decrease from Q1 (339) and Q2 (259)
· Injuries to School Security Division Officers (down to 17) and complaints made against School Safety Agents (down to 30) both decreased compared to previous quarters
· Restraints were used in the schools 554 times, down from 673 in Q1 and 617 in Q2
(Please note this data represents arrests, summonses and restraints for all individuals in school buildings, including non-students.)
Criminal incidents recorded by the school safety division for the first half of the 2015-16 school year are down 7 percent compared to the previous year. This reduction continues the downward trend in total index crime in schools, which has decreased by 35 percent over the last five years.

“Keeping our schools safe is a top priority for the New York City Police Department,” said Assistant Chief Brian Conroy, Commanding Officer of the School Safety Division. “We are encouraged that crimes in schools continue to decline to record lows, while enforcement activity has also decreased significantly over the past 5 years. Police Officers and School Safety Agents work closely with school officials to ensure a safe learning environment. The Warning Card Program is an example of the efforts by both the New York City Police Department and Department of Education to utilize alternatives to enforcement activity to address low level offenses committed in schools.”
“Our young people deserve to learn in an environment that treats each student with dignity, fairness, and respect,” said Council Member Vanessa Gibson, Chair of the Committee on Public Safety. “Suspensions and zero tolerance policies may have been well intentioned, but, as data collected through the Student Safety Act clearly shows, they adversely impacted vulnerable students, failed to lead to positive behavioral changes, and hurt academic success. As statistics collected by the police department show, restorative justice works. It is making our classrooms safer and expanding our young people’s education by including valuable social and emotional skills. As Public Safety Chair, I am thrilled that our restorative justice programs will be implemented into even more New York City Schools, reaching even more students. I commend Mayor de Blasio, NYPD Commissioner James O’Neill, and Schools Chancellor Carmen Fariña for their dedication to the safety and success of all of our students.”

Governor Andrew M. Cuomo today announced that members of the New York Democratic Congressional Delegation endorsed his first-in-the-nation plan to make college tuition-free for New York’s working- and middle-class families. The Excelsior Scholarship would make college possible for families making up to $125,000 per year, helping to alleviate the crushing burden of student debt while enabling thousands of bright young students to realize their dream of higher education at SUNY and CUNY. Under the Governor’s bold proposal, approximately 80 percent or more than 940,000 New York families would qualify to attend SUNY or CUNY two- and four-year colleges tuition-free.

Know the Facts – The Excelsior Scholarship
The Excelsior Scholarship program requires participating students to be enrolled at a SUNY or CUNY two- or four-year college full-time. The initiative will cover middle class families and individuals making up to $125,000 through a supplemental aid program. Currently 80 percent of NY households statewide make $125,000 or less with an estimated 940,000 households having college-aged children that would be eligible for the program.
The new initiative will be phased in over three years, beginning for New Yorkers making up to $100,000 annually in the fall of 2017, increasing to $110,000 in 2018, and reaching $125,000 in 2019.
The Excelsior Scholarship program is designed to provide the most students with the greatest opportunity to attend college tuition free in New York – and that goal is met most cost-effectively by partnering with SUNY and CUNY.
The Governor’s program does not treat New York’s private universities unfairly. The state has invested more than $2.4 billion in private schools since 2011, and currently provides grants to approximately 90,000 students to attend private schools. The state of New York’s investment in private colleges is greater than that of any other state besides Texas.
Moreover, tuition at New York’s private colleges is much higher than at public institutions – the average tuition for a private school in New York is $34,000 a year compared to roughly $6,400 at SUNY and CUNY four-year schools and $4,300 at our community colleges.
Based on enrollment projections, the plan is expected to cost approximately $163 million per year once fully phased in. While the cost estimate of the program is low, that is because it works with already existing programs to close the “last mile” of tuition costs. It combines New York’s already robust $1 billion Tuition Assistance Program with federal grant funding, and then fills in any remaining gaps.
The Governor’s program also works by incentivizing students to graduate on-time, requiring students to attend college full-time and graduate with an Associate’s Degree in two years or a Bachelor’s Degree in four years. Graduation rates at New York’s public colleges, while similar to other schools nationwide, are too low – 61 percent of four-year students and 91 percent of our two-year community college students in New York don’t complete their degrees on time.
The Excelsior scholarship aims to change that, saving students time and money by reducing their overall debt burden. The plan also recognizes there may be circumstances outside students’ control, which is why the proposal includes a “stepping out” provision so that students will be able to pause and restart the program if life gets in the way.
By 2024, 3.5 million jobs in New York State will require an associate’s degree or higher – roughly 420,000 more jobs than in 2014. But for too many families, the cost of college is currently out of reach. The Excelsior Scholarship will equip students with the skills they need to succeed by making an advanced degree tuition free, and ensure they are able to secure the high-tech, high-paying jobs of tomorrow.

Governor Cuomo Ordered An Investigation Today Into The Possible Bomb Threats In New York State

“Today we witnessed another round of bomb threats, this time directed at Jewish Community Centers in Tarrytown, Staten Island, New Rochelle, and Plainview, which appear to be part of a recent wave of threats against JCCs in New York and across the country.
“Make no mistake: these reprehensible and cowardly attacks are not limited to the Jewish community. They are assaults on all New Yorkers and I vow that we will do everything in our power to catch those responsible for this wave of hate crimes.
“In response to these anti-Semitic attacks, I am ordering the State Police to work with our federal and local law enforcement partners to investigate these threats and apprehend those responsible. Last week, my administration announced among other measures a $25 million grant program to boost safety and security at New York’s schools and day care centers at risk of hate crimes or attacks because of their ideology, beliefs or mission.
“I share the pain and the outrage of so many New Yorkers who are affected directly and those who are sickened by watching these attacks unfold. We will not allow anyone to intimidate or strike fear in the state of New York. The full force of government will be brought to bear in these efforts and these perpetrators will be punished.”
Governor Cuomo Issues A Warning To Prepare For Coastal Storm

Possible Minor Flooding in Coastal Areas
Storm is Anticipated to Complicate Commutes During Monday Morning Rush Hour
Heavy, Wet Snow also Forecast for Central and Northern Central New York State
Governor Andrew M. Cuomo today urged New Yorkers to prepare for a coastal storm which will impact most of New York State, especially New York City and Long Island. Heavy rain, snow, sleet and freezing rain along with strong gusting winds are forecast with the biggest impacts forecast for downstate with high winds and the potential for coastal shoreline flooding.
“As this storm could cause power outages across downstate and flooding for communities near the coastline, I am directing all relevant state agencies to be on alert and ready to respond to whatever Mother Nature throws our way,” said Governor Cuomo. “We will be closely monitoring storm conditions and deploying resources and equipment as necessary. I encourage all New Yorkers in these areas to plan ahead, avoid unnecessary travel, and above all else – stay safe.”
Lower Hudson Valley, NYC & Long Island Area
Heavy rain should move into the area Monday morning with the heaviest rain falling Monday evening. One to three inches of rain is likely, but three to four inches is possible. Minor urban flooding should be expected with the likely rainfall totals, but more serious urban and small stream flooding is possible with rainfall amounts over four inches. Coastal flooding will likely be minor for multiple high tide cycles Monday into Tuesday morning. If the surges coincide with the heaviest rain and strongest wind, moderate coastal flooding could occur. Widespread dune erosion and localized wash overs are possible along the Atlantic Ocean coast. Sea levels may be between 16 and 22 feet on the ocean and 6 to 12 feet on the sound. Strong winds are expected throughout Monday with winds between 30 and 40 mph with gusts as high at 60 mph and 70 mph on the Island. There is a high wind warning in effect for New York City and Long Island. A coastal flood watch/advisory is in effect for the western Long Island, Long Island coastline, and portions of NY Harbor.
Central and Northern New York
A major winter storm could affect a large part of central and northern New York. The potential exists for heavy wet snow which could accumulate enough to produce power outages and very difficult travel conditions Monday afternoon and night. Accumulations of 3 to 7 inches are possible depending on location, mainly in higher elevations. High winds could also exacerbate power outages as the storm moves through the region.
State Agency Preparations
The Division of Homeland Security and Emergency Services Office of Emergency Management is coordinating preparations and resource allocations with state agencies and local governments in anticipation of the storm. The State Emergency Operations and Watch Centers will be staffed for enhanced monitoring through the day tomorrow. The stockpile in Guilderland, Albany County is prepared with two High Axle Vehicles, each equipped with an inflatable raft, adult and child Personal Flotation Devices (PFDs), blankets, hand tools and foldable ladders, four zodiac style boats with outboards on 2 trailers, spare PFDs, spare outboards on two trailers; several PWC on trailers; three enclosed and tracked Utility Tracked Vehicles, and one tracked Sport Utility Vehicle. The Brentwood stockpile in Nassau County has staged two High Axle Vehicles each equipped with an inflatable raft, adult and child Personal Flotation Devices, blankets, hand tools and foldable ladders and the Brentwood & JFK Stockpiles each have one Sandbagger and there are 195,000 sandbags; various generators, light towers and pumps ready to deploy if necessary.
The Office of Parks, Recreation and Historic Preservation has 29 park police, nine 4×4 vehicles, and nine ATVs on Long Island and New York City. State Park personnel and New York State Park Police continue to monitor the storm and continue to prepare and test equipment in anticipation for the mix of weather conditions that are expected throughout the state. State Park Regions in the downstate area (LI, NYC, Taconic and Palisades) are securing facilities against high winds and heavy rainfall, ensuring drainages are clear and (Palisades Park) maintaining lowered lake levels in preparation for increased runoff. Specific to the Long Island State Park Region where we expect the greatest impact: facilities, are being secured for strong winds, heavy rains and storm surge. Equipment is being prepped and moved to higher elevations as appropriate. Also, LI Parks are preparing for possible staging of PSE&G equipment at some facilities if necessary.
The New York State Department of Environmental Conservation are readying downstate regions for coastal flooding and has prepared assets in the region that consist of 77 4×4 utility vehicles, 13 ATVs, 4 snowmobiles, and 25 boats in the water and on trailers that range in size form 16 feet to 44 feet and are ready for deployment if necessary.
The New York State Thruway Authority has 129 operators ready to deploy 44 Large Snow Plows, 40 Medium Snow Plows and 10 Loaders in the region. The Thruway Authority has more than 26,908 tons of road salt on hand in the lower Hudson Valley. Additional resources from other regions of the state are ready for reallocation as necessary.
The following measures have been taken for downstate bridges:
New New York Bridge (NNYB) Wind Storm Preparation
- All project related cranes, barges, equipment, and material have been secured
- Tug Boat patrol are in effect in the Hudson River near the New New York Bridge and the Tappan Zee with a second patrol available if needed
- Mooring equipment and material barges have been moved away from bridge structures
- Activate additional GPS Geo-Fence boundary limits to increase tracking of barges.
Tappan Zee Bridge Wind Storm Preparations
- Wind speeds being monitored by TZB Personnel
- Will implement TZB High Wind Restrictions for Tractor Trailers based on wind speeds as detected by electronic monitors on the Bridge
- Wrecker tow truck crews are on standby to address any accidents / disabled vehicles
- Vehicular diversion plans are in place if needed

The New York State Department of Transportation has more than 3,820 operators and supervisors throughout the state and are ready to respond with 1,487 large plow/dump trucks, 210 medium plow/dump trucks, 343 loaders, 45 truck/loader mounted snow blowers, 61 tow plows, 14 pickup trucks with plows. The Department of Transportation also has more than 430,000 tons of road salt on hand. To address the potential of high winds and coastal flooding on Long Island and the Hudson Valley, the Department also has 15 vacuum trucks with sewer jets, 77 chippers, 12 tree crew Bucket Trucks, 13 large water pumps, and 56 traffic signal trucks.

Metropolitan Transportation Authority
Bridges & Tunnels (B&T) has inspected roadway surfaces and drainage systems at all MTA bridges and tunnels. All Emergency supplies – facility generators, fuel, hand held anemometers have been checked. Construction zones have been checked and equipment and work areas are secured. These construction areas will also be monitored closely during the storm.
METRO-NORTH has ordered extra buses as a precaution to deploy at the following locations: Wassaic, Danbury, South Norwalk and Waterbury.
LIRR is deploying extra staff to deal with potential any track and power issues.
New York City Transit (NYCT) is deploying pump trains and inspecting and clearing any potential problem area drains. Also have debris trains ready for quick response to downed trees. Approximately 1,000 extra maintenance personnel are being deployed to terminal inter-locking and yards for Monday morning service.
Port Authority of New York and New Jersey
The Port Authority of New York and New Jersey has made extensive preparations for personnel and equipment at all of its facilities. Operations are in place to ensure that facilities can be operated safely. The airports, bridges, tunnels and PATH also have weather desks where key personnel analyze weather reports and deploy staff and equipment.
The Port Authority also is in contact with other local, state and federal officials and agencies to discuss regional preparations for the upcoming storm.
Depending on the severity of the airlines may cancel flights in advance, so travelers should check with their carriers to make sure their flight will be taking off before going to the airport. The Port Authority also will have supplies of cots and other essential items ready to accommodate passengers who may become stranded at the airports.
The Port Authority also urges bus travelers to check with their carriers before going to the bus terminals since many public and private carriers may cancel service if conditions warrant. The agency also may impose speed restrictions on its crossings, or close them entirely, if weather conditions warrant.

Act Now To Be Prepared for Coastal Flooding
- Learn the safest route from your home or business to high, safe ground should you have to leave in a hurry.
- Develop and practice a ‘family escape’ plan and identify a meeting place if family members become separated.
- Make an itemized list of all valuables including furnishings, clothing and other personal property. Keep the list in a safe place.
- Stockpile emergency supplies of canned food, medicine and first aid supplies and drinking water. Store drinking water in clean, closed containers.
- Plan what to do with your pets.
- Have a portable radio, flashlights, extra batteries and emergency cooking equipment available.
- Keep your automobile fueled. If electric power is cut off, gasoline stations may not be able to pump fuel for several days. Have a small disaster supply kit in the trunk of your car.
- Find out how many feet your property is above and below possible flood levels. When predicted flood levels are broadcast, you can determine if you may be flooded.
- Keep materials like sandbags, plywood, plastic sheeting and lumber handy for emergency water-proofing.
Safe Travel
It is important for motorists on all roads to note that snowplows travel at speeds up to 35 miles per hour, which in many cases is lower than the posted speed limit, to ensure that salt being dispersed stays in the driving lanes and does not scatter off the roadways. Oftentimes on interstate highways, snowplows will operate side by side, as this is the most efficient and safe way to clear several lanes at one time.
Motorists and pedestrians should also keep in mind that snowplow drivers have limited lines of sight, and the size and weight of snowplows can make it very difficult to maneuver and stop quickly. Snow blowing from behind the plow can severely reduce visibility or cause whiteout conditions. Motorists should not attempt to pass snowplows or follow too closely. Governor Andrew M. Cuomo Is Going Underground To Connect Cellular Service

Cuomo today announced that cell phone coverage in underground subway stations will be available a full year ahead of schedule, with all four carriers AT&T, Sprint, T-Mobile and Verizon Wireless, present across underground stations as of Monday, January 9th. In addition, Wi-Fi has been installed in underground stations a full two years ahead of schedule. The MTA’s early delivery was in response to the Governor’s directive at the beginning of 2016 to accelerate the project.
Today’s announcement represents another important step in the Governor’s ongoing campaign to modernize the MTA, and comes shortly after he presided over the on-time opening of the new Second Avenue Subway, which includes three new, state-of-the-art stations, as well as a new entrance at the existing Lexington and 63rd Street Station.
“By bringing Wi-Fi and cell service underground ahead of schedule, we are reimagining our subway stations to meet the needs of the next generation,” Governor Cuomo said. “This will better connect New Yorkers who are on-the-go and build on our vision to reimagine the country’s busiest transportation network for the future. I thank all of our partners.”
MTA Chairman and CEO Thomas F. Prendergast said, “With the on-time opening of the Second Avenue Subway, we already had a lot to celebrate. Transit Wireless has a 27-year partnership agreement with the MTA to design, build, operate and maintain cellular and Wi-Fi connectivity in the underground subway stations. The project is being built at no cost to taxpayers or subway customers.
Within this project, MTA and Transit Wireless are working together on the deployment of specific communications technologies to enhance public safety, including a dedicated 4.9 GHz public safety broadband network and the highly visible Help Point Intercoms. These instant communication kiosks offer immediate access to E911 assistance and information with the touch of a button. To date, Transit Wireless has built the infrastructure for more than 3,000 Help Point Intercoms in 175 underground MTA stations. This network now provides thousands of MTA employees, contractors, and first responders connected capability as never before.
Underground Connectivity
Almost every underground station has already been completed and the final station, Clark Street on the 2, 3 line in Brooklyn, will go live on Monday, January 9. Four stations which are either under renovation (South Ferry) or about to start a renovation (Prospect Ave., 53rd Street and Bay Ridge) will come online immediately upon conclusion of their renovation. The construction of the wireless, Wi-Fi and public safety network began in 2011 with the connection of six underground stations in Manhattan’s Chelsea neighborhood, and was slated for completion in 2018. However, at the direction of Governor Cuomo, the process was accelerated, with Wi-Fi connectivity in underground stations scheduled for the end of 2016, almost two years ahead of the original schedule.

Governor Cuomo Has Seized Over $1 Million In Fines For Illegal Cigarettes In New York

New York’s Cigarette Strike Force Also Seizes More Than 260,000 Illegal Cigars in 2016
Seizures Represent 117 Percent Increase in Confiscation of Illegal Tobacco Products and More Than $1 Million in Penalties and Fines
Governor Andrew M. Cuomo today announced that New York State’s Cigarette Strike Force seized 53,307 cartons of contraband cigarettes and 261,220 untaxed cigars in 2016. The combined street value of these items is approximately $5.6 million and the seizures represent a 117 percent increase in illegal tobacco confiscations. The Tax Department has collected more than $1 million in penalties and fines so far this year from the illegal sale of untaxed tobacco.
“New York has zero tolerance for this illicit activity and we will continue to do everything in our power to crack down on this behavior and stop these smugglers right in their tracks,” Governor Cuomo said. “Our message is simple: If you participate in cigarette smuggling, you will be caught and you will be held accountable.”
In 2014, Governor Andrew M. Cuomo directed the Tax Department to create a Cigarette Strike Force to crack down on illegal tobacco trafficking and sales. Since its inception, each year the Strike Force has increased the number of inspections and seizures, and arrested more of those smugglers trying to evade the state tobacco tax.

The Strike Force, which includes state, local, and federal agencies, also uncovered nearly 130,000 counterfeit cigarette tax stamps which resulted in 100 arrests in 2016.

New York State Health Commissioner Howard Zucker said, “Although the state’s smoking rate is at an historic low, 2.1 million New Yorkers are still lighting up and putting their health and the health of others at risk. That’s why the work of the Cigarette Strike Force is so important. The enforcement unit helps remove contraband tobacco products from our streets, which helps us to improve public health throughout the state.”
All cigarette packs sold in New York must have an authorized New York State cigarette tax stamp affixed to the bottom, verifying that the excise taxes have been paid. Defendants found guilty of violating cigarette and tobacco tax laws could face stiff jail or prison sentences and possiblepenalties of up to $600 per carton of illegal cigarettes seized. Beyond the fines collected, the Strike Force acts as a strong deterrent to the trafficking of contraband tobacco, helping to ensure that cigarettes are sold legally and taxed accordingly.

Mayor de Blasio Will Launch New Health Insurance”GetCoverdNYC” Initiative For New Yorkers

Goal to enroll 50,000 New Yorkers through 2017; open enrollment period ends Jan 31, 2017
NEW YORK––Mayor Bill de Blasio was today joined by Health + Hospitals Interim CEO Stan Brezenoff, Department of Health Commissioner Dr. Mary T Bassett, Community Service Society President and CEO David R. Jones and Public Health Solutions President and CEO Lisa David at Health + Hospital/Gouverneur to launch the GetCoveredNYC campaign focused on enrolling more New Yorkers in health insurance and providing them with access to primary and preventive care at public Health + Hospitals facilities. The campaign’s goal is to enroll 50,000 New Yorkers through 2017 who are eligible for health insurance but are not taking advantage of existing enrollment options.
The Mayor’s Office has partnered with Health + Hospitals, the Human Resources Administration, the Department of Health and Mental Hygiene and MetroPlus to launch this ambitious campaign. On December 10, the City hosted five enrollment events focused on engaging potential youth applicants and assisting them in applying for coverage.
“We don’t know the future of the Affordable Care Act, but we do know that Obamacare and Medicaid expansion are helping New Yorkers every day,” said Mayor Bill de Blasio. “We must continue to enroll eligible residents in these vital programs, paying special attention to those most appealing to low-income residents, such as Medicaid and the Essential plan.”
Throughout the campaign, GetCoveredNYC outreach teams will proactively engage uninsured New Yorkers who have visited Health + Hospitals facilities. In order to reach the maximum number of New Yorkers, the campaign will include at-home outreach as well as office hours at community partner or elected officials’ offices, providing direct access to in-person assistance from outreach specialists. Specialists will schedule individuals for an enrollment appointment and case-manage each applicant through the entire process. The open enrollment period will end on January 31, 2017.
Depending on income and other criteria, applicants may be eligible for Medicaid at no cost. Those whose earnings exceed Medicaid limits may be eligible for the Essential Plan, which also offers a comprehensive coverage package for either $20 monthly premium or no cost, depending on income. Those earning more – between 200 and 400 percent of the federal poverty level – may be eligible for Qualified Health Plan coverage, offered by MetroPlus and others, with public subsidies on a sliding scale reflecting income. All the plans cover inpatient and outpatient care, physician services, diagnostic services, mental healthcare and prescription drugs.
While NYC Health + Hospitals makes care available to all New Yorkers, regardless of ability to pay, the public health system emphasizes the importance of insurance enrollment as a tool to best engage patients in their healthcare – as opposed to waiting until health issues reach critical levels and require emergency room or inpatient care, the most expensive care for the system. Further, to address its financial challenges, Health + Hospitals needs more of its patient population to gain access to insurance to help close its growing budget gap.
“Our national healthcare landscape has changed, and much as we’ve had to re-imagine ways to more effectively deliver care, we’ve also had to think creatively as to how that care will be paid for,” said Health + Hospitals Interim President and CEO Stan Brezenoff. “Increasing healthcare enrollment is the best thing for New Yorkers in need, and the best thing for our essential healthcare network.”

“The Asian American Federation applauds Mayor de Blasio for his GetCoveredNYC Initiative, which will help low-income Asian New Yorkers enroll in affordable/no-cost healthcare,” said Jo-Ann Yoo, Executive Director of the Asian American Federation. “With more than 1 in 8 Asian New Yorkers lacking health insurance – the majority of whom are foreign-born, with particularly high uninsured rates in the Korean community – this program will be crucial in providing the uninsured self-employed and seniors and children living in poverty in our community access to healthcare.”
